The study of the place and role of local and regional authorities in Europe is indicative of major issues in the organization of power. Two models coexist: the first is that of subsidiarity, based on the division of functions into different levels; the second is analyzed according to the paradigm of Multi-level governance and based on the observation that policies can only be effectively achieved through the combination of the capacity of action of different levels of government. The observation of the modes of association of the territorial collectivities in the elaboration and the implementation of the policies allows a reflection on the effectiveness and the legitimacy of the public action in a set transcending the state frameworks. By highlighting public interests not only those of state or community, as well as the diversity of channels used by regional or local actors, this book opens up new perspectives for the analysis of European integration.
